Sponsored by the United Nations Center for Human Settlements, HABITAT, the LCPS undertook a study which focuses on critical housing, infrastructural needs in two of the most war-damaged areas of Lebanon; the South and the Shouf. The report contains sectors on housing, infrastructure, vocational training, and urban management in Lebanon with special emphasis on the South. The report is based on a review of previously produced documents, reports, as well as interviews of heads of municipalities in the South.
The report recommends the re-establishment of a HABITAT technical housing
advisory unit which would monitor house reconstruction, ensure compliance
with grant and loan agreements, supervise the technical reconstruction
of houses, and provide on the job vocational and managerial training related
to the construction trades and construction entrepreneurs.
The second part of the report analyzed the condition of municipalities and the needs of the Ministry of Municipal and Village Affairs. The report listed the various problems and needs relating to the dilapidated municipal network in Lebanon. The study includes several concrete project proposals in order to draw the necessary attention to these needs and receive funding for their implementation. The suggested proposals were discussed with the concerned institutions of the Lebanese government.
