The LCPS was commissioned by the Office of the Minister for Administrative Reform (OMSAR) to prepare four studies related to corruption in the public administration. The four studies are entitled:

• Consolidating the Values of Integrity and Transparency in the Civil Service through Legislation, Dr. Fadi Moughaizal- Current and recommended legislation relating to monitoring and reducing corruption based on the Lebanese experience and the experience of other countries

• The Assessment of Control Agencies in Fighting Corruption in Public Administration, Dr. Assad Rahhal - Control agencies in the Lebanese administration (Central Inspection Commission, Civil Service Board, Bureau of Accounts), their performance, ways to strengthen them, and suggestions for the establishment of additional control agencies;

• The Distribution of Corruption in the Various Agencies in the Public Administration, Ms. Hala Homsi, Ms. Hiyam Qusayfi, Mr. Charles Adwan

• The Mobilization of Civil Society, the Increase of Consciousness and Awareness to Fight Corruption, Dr. Antoine Messara - The Role of Civil Society in Fighting Corruption

The studies formed the basis of review and recommendations for a national conference-workshop on corruption in the public sector that was organized by OMSAR in November 1997, in cooperation with LCPS, various ministries, the World Bank, and Transparency International, an international NGO based in Berlin and specializing in combating corruption. The two-day conference culminated in a list of recommendations that were referred to the Council of Ministers.

This project is intended to be only the first project for LCPS on the important topic of corruption, and will be followed next year by a larger conference on the matter.
