Fighting Corruption in the Public Administration
Recommendations
The list of recommendations that were referred to the Council
of Ministers included the following:
- Taking a political decision at the level of the council of
ministers to make fighting corruption a national priority.
- Reducing political intervention in the public administration.
- Establishing a national advisory committee representing the
public and private sectors and civil society to assist the minister
for administrative reform fight corruption.
- Gathering all Lebanese legislation related to corruption in
one source book and distributing this to all public offices.
- Modernizing current legislation to catch up with international
standards.
- Enacting a freedom of information law.
- Reinforcing the central inspection agencies of the government.
- Reviewing the bidding process in public contracting and purchasing.
- Simplifying and clarifying administrative procedures.
- Simplifying and clarifying of administrative procedures in
all matters in which citizens are directly involved.
- Computerizing and automating citizen-related administrative
procedures to eliminate opportunities for corruption.
- Setting guidelines estimation of taxes and real estate values
to avoid opportunities for corruption in estimations.
- Applying a 1954 law that requires public servants to submit
a statement of their wealth and holdings at the time of employment
and upon leaving employment.
