Anti - Corruption Awareness and Research Program

Since the end of the war, the most intransigent and persistently exasperating problem in the public sector in Lebanon has been the wide ranging corruption and the absence of awareness and research on the topic. According to a study commissioned by the Ministry of Administrative Reform and undertaken by LCPS in 1997, corruption has penetrated the highest levels of government and has become the rule rather than the exception. Since the end of the war, million of dollars have been wasted from the national budget as a result of corrupt practices. It has been established that corruption is currently one of the gravest challenges facing the Lebanese government and is one that President Emile Lahoud has pledged to fight in his inaugural speech.

With the advent of the new government on the premise of transparency and honest political practice, the LCPS decided that the establishment of an anti-corruption program is a timely step. The timing corresponds with the overhaul of the government bureaucracy and administrative reforms, which would render the program a reliable contributor to policy making.

With support from NOVIB, and in order to build upon its previous research on corruption in the public administration, the LCPS has launched a new project to establish an anti-corruption awareness and research program. This program aims at researching and disseminating information on corruption, and thus raising the public awareness on the issue. To further these aims the LCPS hosted a series of meetings for a group of journalists, intellectuals, lawyers, NGO representatives, and businessmen that culminated with the establishment of the first Anti-Corruption NGO in Lebanon. "No Corruption; the Lebanese Association for the Promotion of Transparency" was founded in May 27, 1999. Guided by this group of citizens, the new initiative aims to empower civil society against corruption, raise the public's awareness of the costs it entails, help devise national strategies for combating corruption, and campaign for an increase in accountability and transparency in the public sector.
