A country cannot be rebuilt without a skilled workforce to rebuild it. The war has led to an outflow of skilled labor from the country, a downgrading of the remaining workforce, and the overtaking of the workforce by new skills and technologies that have emerged since the beginning of the war.
The reconstruction of Lebanon will require retraining of the present workforce, the introduction of new high-tech skills-training, and the integration of the vocational training sector more closely with the needs of reconstruction and Lebanon's productive private sector.
The LCPS took the first steps in this direction by organizing two large studies of vocational training in Lebanon. The first study surveyed and analyzed the condition of vocational schools in Lebanon; the second surveyed and analyzed the needs of businesses for various skills and the level of integration between the supply of and demand for vocational skills. Both studies were completed with support from the Near East Foundation (NEF).
