In this report, Christelle Barakat examines how the Reform, Recovery, and Reconstruction Framework (3RF), initially established after the 2020 Beirut port explosion, has been challenged and reshaped by the ongoing Israeli-Lebanese war, highlighting widespread socio-economic deterioration, low public trust in government and institutions, and limited awareness of the 3RF. Drawing on a nationwide survey and focus groups, the report underscores the urgent need to balance immediate humanitarian and reconstruction efforts with long-term reforms, while emphasizing the importance of transparency, stronger coordination, and greater inclusion of civil society to achieve sustainable recovery in Lebanon.
Christelle Barakat is a researcher at the Lebanese Center for Policy Studies. She is a recent Lebanese Fulbright Foreign Student program graduate from the University of North Carolina at Greensboro, holding an MA in Peace and Conflict Studies with a concentration on International Peace Development. She completed her BA in Political Science and International Affairs with high distinction from the Lebanese American University. Her areas of interest include conflict analysis and resolution, disarmament, globalization, migration and refugee studies, and women and gender studies.
