    The Costing and Sustainability of Lebanon’s Education System

    In this policy brief, Karim El Mufti, Christelle Barakat, and Vatche Tchelderian examine the financial and structural challenges facing Lebanon’s public education system amid ongoing economic and social crises. The authors highlight the consequences of chronic underfunding, centralized governance, deteriorating school conditions, and heavy reliance on international aid. They argue that without urgent reforms, the sustainability and quality of public education are at serious risk, and propose a set of recommendations aimed at strengthening financing, improving governance, enhancing inclusivity, and ensuring equitable access to education for all students.


    Karim El Mufti is a professor and senior researcher in political science and international law with a specialization in human rights. As such, he pioneered Clinical Legal Education in Lebanon through the co-founding of a Human Rights Legal Clinic at the Law Faculty of La Sagesse University, which he directed for more than 14 years. His academic work also features the importance of quality education and the influence of religion through his involvement in the Centre International des Sciences de l’Homme of UNESCO. With 20 years of experience in strategic and legal analysis, his research interests revolve around issues of post-conflict state-building, rule of law, and refugee and migrant protection.
    Christelle Barakat is a researcher in public policy at the Lebanese Center for Policy Studies and an incoming Schwarzman Scholar. She is a Lebanese Fulbright Foreign Student program graduate from the University of North Carolina at Greensboro (Class of 2022), holding an MA in Peace and Conflict Studies with a concentration on International Peace Development. She is also an Emerging Expert with the Forum on the Arms Trade, an Atomic Anxiety in the New Nuclear Age Fellow, and an advisory board member with BASIC EVN. She holds a BA in Political Science and International Affairs (Class of 2020) with high distinction from the Lebanese American University where she was additionally part of the honors program, with three minors in Conflict Analysis and Resolution, Gender Studies, and Legal Studies. Her areas of interest include conflict analysis and resolution, disarmament, migration and refugee studies, and women and gender studies, among others. Over the years, she was selected as a Youth Leader for a World Without Nuclear Weapons (first cohort), Leader to the Future, Leader for Tomorrow, and Youth Champion for Disarmament (first cohort) with the United Nations Office for Disarmament Affairs (UNODA).

    Vatche Tchelderian is a researcher at the Lebanese Center for Policy Studies. He is a graduate of the Lebanese American University (LAU), where he earned a Master of Arts in Applied Economics. During his studies, he led the research team at LAU's Department of Economics. He has multiple academic papers submitted for publication in the fields of labor economics, international economics, and financial markets. He has also provided consulting support to international organizations, including the International Labor Organization, where he developed frameworks to integrate employment into trade and investment policies in Lebanon.
